Dear Ambassador Spogli,
I am an Italian citizen and I am deeply concerned about the USAs detention policies and 
practices in the war on terror.

I am writing to you because it is the fifth anniversary of the first transfers 
of detainees to the detention facility at Guantánamo Bay, Cuba.

I am deeply concerned about the consistent reports of torture and ill-treatment 
coming from the camp, including official investigations, leaked documents, released detainees and 
independent human rights organisations such as Amnesty International.

I am also concerned that hundreds of detainees remain effectively denied any access to justice, 
and that the Military Commissions Act 2006 strips Guantánamo detainees of the right to habeas corpus 
(i.e. the right to challenge the legality of their detention).

I am worried with the proposed Military Commissions for Guantánamo detainees. I am aware that only a 
few of those held at Guantánamo will face trial by these commissions. I am concerned the commissions will 
not conform to international standards for fair trial.

I call for the closure of the detention facility at Guantánamo Bay. 
I urge that all those held must be charged and tried in regular courts or else released.

The closure of Guantánamo must not result in human rights violations being transferred to other countries 
(i.e. that detainees transferred from Guantánamo will not face indefinite detention, unfair trial or 
torture or other ill-treatment in other countries).

I urge you to relay my concern to the Secretary of State Condoleezza Rice and 
to do all in your influence to make respect for human rights and the rule of law a reality for all
those in US custody and their families.
